I think he was let off easy. The punishment should have also included that he cannot own cows any longer, because the horrificness of it all!

"The vet who saw the animals said he was horrified, and the farm consultant said the situation was a 10, on a scale of one to 10, and the worst she had seen".

Reading this is quite disgusting. How could someone treat their animals like this? If he needed to seek help why didn't he ask for it? Instead of mistreating his animals.
